I noticed this won't actually hit attack when I'm in swarm systems. It goes thru the motions and searches for a ship, clicks the ship, but doesn't hit attack and then proceeds to go back and click another bookmark and it will continue the cycle. But when I return to fed space it works just fine.
Are you not able to grind swarm systems?
